PROPOSED LIST OF PRIORITIES

YEAR ONE- EXTERIOR OF CLUBHOUSE

  1. Replacement of flat roofs with pitched roofs and reshingling of entire roof has already been approved by the Board and is under construction.
  2. Outside Security Lighting, including mercury vapor dusk to dawn lighting on all four sides of building with motion lights under back deck, and an alarm system. It is recommended that there be a security lighting system installed in the marina area that would be connected to the clubhouse.
  3. Vertical vinyl siding over T1-11.
  4. Guttering and downspouts. The committee recommends that the guttering and downspouts be placed on the Summit Center and the Management Office at the same time to save money.
  5. Facia covered with precolored aluminum.

 

INTERIOR OF CLUBHOUSE

  1. Remove old insulation and paneling
  2. Wash inside with bleach to get rid of mildew and mold.
  3. Paint inside concrete blocks walls with ThoroSeal to waterproof.
  4. Asbestos testing has already been done – no asbestos found.

 

YEAR TWO – LOWER LEVEL OF CLUBHOUSE

  1. Electrical and plumbing to meet Frederick County Code. The Committee recommends that the electrical and plumbing be roughed in for the Upper Level at the same time.
  2. Heating and aid conditioning. We are considering three zones on each level.
  3. Insulation of downstairs.
  4. Complete renovation of downstairs level.

(a)    Bathrooms are open and in use, but must be modified for handicap.

(b)   Locker rooms for men and ladies on either side of bathrooms with showers. These could be used by people using the exercise room and also by property owners who do not have houses here but who would like to use the beach and other facilities and have a place to sower and change clothes.

(c)    Exercise room in room to rear of the building on the East side across from present bathrooms.

(d)   Kitchen and small meeting area in room to the rear of building in center. A door could be installed so that you could come in the side entrance near the bathrooms and enter the kitchen area without going into the large center room. This would allow the kitchen area, the exercise room, the locker rooms, and the bathrooms to be used without disturbing whatever is going on in the large meeting/game room and would allow these areas to be heated and/or cooled without having to heat and cool the large meeting room.

(e)    Storage room to the rear of the building on the west side. This is also the room which would contain electrical boxes, furnace, etc.

(f)     Large room in the center to be used for meetings, game room, private parties, etc.

(g)    Room on west side. The committee explored the possibility of removing the concrete load-bearing wall to enlarge the center room to accomodate large meetings (including the annual meeting of property owners). Some of the concrete blocks have already been removed and these must either be replaced or a steel I-beam installed since this is a load bearing wall, and there are already some cracks in the concrete wall on the top level above this wall. However, the resident engineer whom we consulted in this regard has advised us this would be costly. Therefore, the committee recommends that we remove a six to eight foot area of this wall so these two rooms could be used together of separately as desired.

(h)    Install wallboard on walls and paint.

(i)      Provide good lighting in all areas.

(j)     Florida tile would be the best solution for the floors, with perhaps carpet in the exercise room. However, a less costly solution would be vinyl tile, which would require more maintenance.

(k)   Reinstall three sliding glass doors or some other type of glass doors to allow light and ventilation in the downstairs areas.

(l)      Repair and/or replace dropped ceiling.

(m)  Tables and chairs and/or picnic tables could be placed on outside patio for casual gatherings, picnics, etc.

(n)    Furnishings for lower level.

 

YEAR THREE – UPPER LEVEL

14. Repair and staining of upstairs deck.

15.  Complete renovation of the area to the east side of the great room on the upstairs level.

(a)    Sheriff’s substation and/or security office in office on the east side of building which already has an outside entrance. This would provide more security for the building and allow the security personnel to be where the problems seem the greatest.

(b)   Men and ladies bathrooms which have already been roughed in to the west of the proposed Sheriff’s substation.

(c)    There are also coatrooms already roughed in.

(d)   The larger room to the rear of this area would be a great place for a small meeting, card playing, a library, or just a nice quiet place to relax and socialize. This room has a beautiful view of the lake. A small wet bar is recommended for this room so property owners could bring their own beverages.

(e)    Furnishings.

 

YEAR FOUR – UPPER LEVEL OF CLUBHOUSE

16.  Complete renovation of the great room on the upper level.

(a)    The great room in the center should be left open with perhaps a nice sitting area in front of the fireplace where people could meet and relax. This room could be used for large meetings, receptions, seminars, private parties, dances, etc. It would be nice to have a small area of hardwood floor for dancing which could be covered with an area rug to protect it when not in use for dancing.

(b)   Since the great room presents a large problem because there is no insulation, it is recommended that the ceiling be dropped to accomodate insulation. Ceiling fans should be installed to circulate air and to provide reduced use of air conditioning.

(c)    Since all of the windows need to be replaced in the upstairs level, it is recommended that some of those windows be ones that could be opened for ventilation and to cut down on the need for air conditioning when the weather permits.

(d)   A combination of florida tile and hardwood floors would be great in this area. A less costly solution would be vinyl tile.

(e)    The walls could be paneled or drywalled and painted.

(f)     Furnishings.

 

YEAR FIVE – UPPER LEVEL

17.  Complete renovation of the upper level of the clubhouse.

(a)    The room in the west wing could be divided into a kitchen and a storage room for tables and chairs and other items from the great room. A kitchen could contain a pass through to the deck to serve snacks to people using the beach and outside deck.

(b)   The deck could contain chairs and tables with umbrellas for casual socializing and snacks.

(c)    Florida tile would be a good solution for the floors throughout the top level with vinyl tile as a less costly solution but which requires more maintenance.

(d)   Furnishings.

18.  Grade and blacktop the driveway along the west side of the building with a small parking area behind the building for handicap parking and deliveries

19.  Landscaping.
