A select few on the board, and in some cases only one board member, continually influence other board members to make major decisions effecting the overall atmosphere of
The same individuals have been in power year after year either as board members or quietly feeding those in power while remaining in the background. The same names continue pursuit of their personal agenda while ignoring the concerns and objections of the members at large. Frank Heisey, Chris Allison, Lou Einstman, Tom Wallace (one of the so called concerned citizens group and past board member), Harriett Smith, and Pat Shields dominate this small circle. Their controlling and secret actions have resulted in the loss of every hired manager, the waste of HUNDREDS of THOUSANDS of dollars, illegal sale of community property, and the sale of Association property at absurdly low prices. The list goes on.
A major problem is how FEW in this community are aware of the total control and huge costs that this board is imposing on our community. The lack of awareness can be explained by the actions and policies put in place by this small band in power. One clear example of this is the requirement of a confidentiality agreement for board members. This confidentiality agreement helps to keep members in the dark. Another example is holding public meetings where property owners are given misleading, incomplete, inaccurate, and sometimes untrue information. At a recent board meeting I asked to receive a copy of the legal opinion paid for in part with my dues that allegedly stated that M & S could vote Trust lots in the October 2006 election. I was denied this document. There is simply no need to withhold information from members. We have all received LHCCs one-sided mailings that are intended to further the whims of the board while we pay the big bucks to satisfy their agenda. On the other side of the coin, contrary opinions or concerns raised by the community are kept secret or minimized until it is too late for objections or too late to change.
During well-advertised public meetings, LHCC Director Pat Shields was asked about the ability of M & S to vote Trust lots. Shields made a clear statement that M & S could NOT and would NOT vote these lots. Now, the board reversed its position because M & S votes from the Trust lots were necessary to keep them in power. When I questioned Chris Allison via email about the voting issue, he boasted that he initiated the process for M & S to vote the Trust lots. Why was our then-President Chris Allison initiating the process that would completely eliminate the voting power of his fellow homeowners and neighbors? Weak board members complacently accept the explanation given by the Puppet Poyer/Allison team. They do not question why the then President would initiate an effort to allow an entity that has not been a member and paid dues for over 22 years to suddenly acquire voting power. Poyer refused to present to the board much less the members at large the rational used by our own legal counsel in its given opinion. Thats legal counsel we are paying for. Poyer and Allison claim that their refusal is because a legal challenge has been threatened. But I am not yet aware of any legal challenge. If the legal opinion is sound, providing it would defuse any reasonable challenger and would satisfy just about all concern in the community. Withholding it only stokes the flames of concern. If M & S is allowed to vote Trust lots, our influence in the community has been reduced to 0. No candidate will ever get elected to the Board without serving M & S. Giving away the communitys voting rights should be front page news, yet weeks later the board buried it within the pages as general news in the LHCC newsletter. The Boards standard ploy is to continue the snow job and hope that we dont put up much of a fight.
It is just a matter of time before the documents will be thrust before us. While the vote by the real property owners was a resounding NO last June, these real owners will have little or no voting powers now or in the future as long as M&S is permitted to vote the Trust lots. Instead of protecting us, the board has exposed our community to the whims of M&S.
